Does the Recycling Regulation now include Electronics? Am I obligated under law to be a Steward for the electronic products that I produce? Schedules 1-2, and 4 refer to bottling, battery and tires.
Who is a "Producer"? 1) A person who manufactures and sells, offers for sale or distributes product in BC under manufacturer's brand. 2) If (1) does not apply, person other than manufacturer who is the owner and licensee of trade mark under which product is sold or distributed in BC. 3) If neither (1) and (2) apply, a person who imports the product into BC for sale of distribution. 4) Includes producers of products sold on-line. How can a "Producer" achieve compliance with the new Recycling Regulation? There are two (2) ways a Producer can become compliant: (1) being compliant under Part 2 of the Regulation, OR (2) being compliant under Part 3 of the Regulation. A Producer participates in an approved stewardship plan to be compliant under Part 2. In Part 3, the Producer elects to be a steward for regulated products it sells.
What is the WCCIA Program? The WCCIA is anticipating approval from the Ministry of Environment under Part 2 shortly, but is approved to proceed under Part 3 of the Recycling Regulation to represent its members. WCCIA and its members are therefore compliant with the Regulation, and as such, is authorized to collect the Environmental Recycling Fee for regulated electronics.
Why do I need to signup with WCCIA? In order to better assist its members, and to have its members recognized as part of its plan, WCCIA is issuing registration numbers to Producers. This is why you need to signup with WCCIA.
What happens to my membership once WCCIA is operating under Section 2? The transition from Part 3 to Part 2 is transparent to the member. No new registration numbers will be issued during this transition. Members will continue to use their existing registration number.
What if I am already a registered member of another stewardship plan? Can I join WCCIA's plan? There are no restrictions as to how many stewardship plans you intend to belong to. You are the Producer of your product, and therefore, you get to choose the recycling program that is right for your product. This is the greatest advantage of multiple stewardship programs. Because the WCCIA has a unique identification system to identify products that belong to its program, there is no guesswork in determining how much environmental recycling fee is distributable to WCCIA.
